Access with bicycles will be allowed to regular public transport buses for general use passengers that provide intercity and urban services of municipalities other than Madrid, fulfilling the following conditions:
1st) It will be possible to access the interior of the bus with folding and folded bicycles, as well as open.
2nd) Access with bicycles will be subject to the occupancy level of the bus allowing it.
3rd) The traveller who accesses with the folding bicycle must fold it before boarding the bus and keep it folded until he has descended from the vehicle.
The bicycle will preferably be located in the places specifically designed and suitable for its transport, if they exist on the bus. Alternatively, it will be located on the central platform, in the area reserved for passengers with reduced mobility, if it is not occupied. Otherwise, or if passengers with these characteristics access the bus, the bicycle carrier will be located in some other place on board appropriate and suitable for that purpose. In all cases, the carrier will hold the bicycle in an appropriate way to avoid the risks derived from its displacement.
As for the access of bicycles to the intercity transport buses, which used to go in the storage hold of the buses, it will be granted as long as there is space, respecting and prioritizing the right of people with reduced mobility to use those reserved spaces.
Within the general process of updating all public passenger transport regulations, the Regional Transport Consortium has updated and published since last 07/7/2017 and, through its website, of certain prescriptions related to the behaviors typified as possible infractions and their corresponding sanctions.

In the Regulations for Travelers of the Community of Madrid, dated July 21, 1997, in the User Rights section, it says:
In particular, the following are the rights of travelers: (...) "Carrying objects or hand luggage, provided they do not cause inconvenience or danger to other travellers", as well as "Carrying luggage, with a maximum weight of 30 Kg. on those Lines that, due to their characteristics, have vehicles equipped with a storage hold".
The Travellers Regulation in its article for the purchase of a ticket on board the bus reads as follows: “In the case of purchasing the ticket on board the bus, the traveller must pay the exact amount of the current fare in fractional currency; however, the Company will adopt the necessary measures so that its personnel can return the currency, as long as the currency delivered as payment by the user is not of a value greater than the first note”.

Following the DECREE 54/2017, of May 9, of the Governing Council, which modifies the Travellers Regulations approved by Decree 79/1997, of July 3, says the following regarding the Obligations of travellers: (...) ”Passengers are not to travel with animals, except assistance dogs, accompanied by the user or trainer; or small domestic animals, as long as they are transported by their owners in suitable receptacles, and do not cause discomfort to the sense of smell, hearing or, in general, to the comfort of the other travellers”.

According to the Traveller Regulations: In the event of discrepancies between travellers due to issues related to the service (opening and closing of windows, operation or not of air conditioning devices, etc.), passengers must accept that the majority opinion of the occupants of the vehicle will prevail, and otherwise, that of the driver.
Passengers with reduced mobility will be able to get off the vehicles through the door intended for passenger access.
The maintenance, cleaning and information of schedules exposed in said canopies and poles, are the responsibility of the Regional Transport Consortium.
